Interventions to address household food insecurity in high-income countries (2018)

Household food insecurity is a serious public health concern in high-income countries. Canada and the USA regularly monitor household food insecurity, while in other countries, such as the UK, it has been the rapid rise of food bank usage that has drawn increased attention to this longstanding, but largely overlooked, problem. This review evaluates evidence on interventions intended to reduce household food insecurity in high-income countries. Research on social protection interventions suggests both cash transfers and food subsidies (e.g. the US Supplement Nutrition and Assistance Programme) reduce household food insecurity. In contrast, research on community-level interventions, such as food banks and other food programmes, suggests limited impacts. Although food banks have become a common intervention for food insecurity in high-income countries, evidence suggests their reliance on donations of volunteer time and food make them inevitably limited in the assistance they are able to provide. The stigma people feel using food banks may also make them untenable. Alternatives to, or enhanced, food banks such as community shops or community kitchens, have become common, but evidence also suggests they may be limited in effectiveness if they do not reach people experiencing food insecurity. This review highlights the difficulty of trying to address household food insecurity with community-based food interventions when solutions likely lie upstream in social protection policies.

The Role of Food Banks in Addressing Food Insecurity: A Systematic Review (2016)

Food banks play a major role in the food aid sector by distributing donated and purchased groceries directly to food insecure families. The public health implications of food insecurity are significant, particularly as food insecurity has a higher prevalence among certain population groups. This review consolidates current knowledge about the function and efficacy of food banks to address food insecurity. A systematic review was conducted. Thirty-five publications were reviewed, of which 14 examined food security status, 13 analysed nutritional quality of food provided, and 24 considered clients’ needs in relation to food bank use. This review found that while food banks have an important role to play in providing immediate solutions to severe food deprivation, they are limited in their capacity to improve overall food security outcomes due to the limited provision of nutrient-dense foods in insufficient amounts, especially from dairy, vegetables and fruits. Food banks have the potential to improve food security outcomes when operational resources are adequate, provisions of perishable food groups are available, and client needs are identified and addressed.

A systematic review of factors associated with student use of campus food pantries: implications for addressing barriers and facilitating use (2024)

Background
While campus food pantries have been important safety net programs for alleviating food insecurity among college students, factors related to accessing these vital resources have not been fully researched and summarized. This study systematically synthesized peer-reviewed literature on the predictors, barriers to, and facilitators of using campus food pantries among college students.

Methods
A search was conducted on PubMed, CINAHL Complete, PsychInfo, PsycARTICLES, and ScienceDirect
in April 2023. Included studies needed to be peer-reviewed, written in English, and focused on college or university students. Three authors independently screened all articles retrieved from the five databases based on titles, titles and abstracts, and a full article review. The Study Quality Assessment Tool from the National Heart, Lung, and Blood Institute was used to assess the risk of bias in the included cross-sectional studies. The risk of bias and quality of mixed methods or qualitative studies were assessed as well.

Results
Eight studies were included in the systematic review. Students likely to use a college food pantry were
food-insecure, who most often identified as Asian, Hispanic/Latino, Filipino or Pacific Islander; were first-generation to college; international students; sophomores and juniors; had student loans; were living of-campus; and were without stable housing. Stigma was the most frequently mentioned barrier to using a food pantry. Participants mentioned facilitators such as convenient location and hours of operation, access to fresh produce and nutritious and safe foods, availability of a variety of foods, friendly and helpful service, social support, and awareness of a pantry through fellow students and other members of the university such as staff and faculty.

Conclusions
Continued research must address students’ systemic barriers to accessing food pantries. Campus food pantry leaders, university administrators, and policymakers need to work together to create cost-effective and sustainable solutions that will alleviate the stigma and burden of food-insecure students and provide them with safe, nutritious, and culturally acceptable foods.

Examining Anti-Poverty Programs to Address Student’s Unmet Basic Needs at Texas Hispanic-Serving Institutions over the Course of the COVID-19 Pandemic (2024)

Many post-secondary institutions have implemented anti-poverty programs to address students’ basic needs insecurities. This study examined the provision of 17 types of basic needs programs at Texas Hispanic-serving institutions over the course of the COVID-19 pandemic with the aim to identify changes in the number and types of programs offered as well as factors that may influence the presence of specific types of basic needs programs on campus. While the average number of basic needs programs per institution varied little over time, the specific types of programs that were offered changed. Institution type as a 2-year or 4-year institution was associated with providing on-campus mental health services, on-campus physical health services, and after-school care for students’ children at pre-pandemic and anticipated post-pandemic time points and employing
students and free food or meal vouchers at the pre-pandemic time point. The percentage of students receiving Pell Grants was associated with basic needs programs to assist students applying for public services and referrals to off-campus health services pre-pandemic and anticipated post-pandemic. The presence of an on-campus free food pantry was associated with the percentage of students receiving Pell Grants at the anticipated post-pandemic time point only. Over the course of the pandemic, there
were changes to the types of basic needs programs offered. Some types of basic needs programs were associated with institutional and/or student characteristics. Given the continued presence of basic needs programs through the course of the pandemic and into the post-pandemic period, the use of these kinds of programs and services to support students, while influenced by external factors such as the pandemic, appears institutionally established as a way to facilitate going to college for students in need.

Nurturing Success: Empowering Human Services Students to Lead a Campus Food Pantry (2023)

Recent research has shed light on the concerning issue of food insecurity among college students in the United States. According to recent reports, approximately 30% of college students experience food insecurity (CUFBA, 2020). This problem has serious implications, as financial concerns often force students to leave college without completing their degrees (Johnson, 2009). In response to this growing challenge, campus-based food pantries have emerged as a potential solution. However, colleges and universities are facing budget constraints and funding limitations, making it increasingly difficult to meet the needs of financially struggling students.
This article explores the role of Human Services programs in addressing food insecurity on college campuses through the development of campus food pantries. By utilizing service-learning, internships, and field practicum courses within Human Services programs, colleges and universities can effectively tackle this issue. These programs can provide the necessary labor force and expertise, while also partnering with local agencies to secure essential supplies. This approach becomes crucial when state resources are limited or reduced. Engaging Human Services students in campus food pantries not only helps address the immediate need for food assistance, but also offers valuable experiential learning opportunities. Students gain practical experience in serving their communities and understanding the challenges associated with food insecurity. This symbiotic arrangement benefits both students and the college communities they are part of, creating a win-win situation for all those involved.
